SYLVIA MACLAREN

Director & Senior Water Resources Manager
BSc(Hons) MBA(Hons) PMP 

Sylvia is a director with 18 years’ experience in programme and project management, stormwater, climate change adaptation and construction. She is well known for her ability to lead projects with ambitious timeframes and constrained budgets, in trying circumstances. In recent years, she has been the manager responsible for an extensive and substantial science and civil construction programme with a spend of approximately $50-80M annually. She has wide-ranging experience in consultancy, local and national government, both within New Zealand and abroad. She currently sits on the board of the Project Management Institute of New Zealand (PMINZ).

PETER CHRISTENSEN

Technical Director Water Resources

BE(Hons) ME CMEngNZ IntPE(NZ)

Peter is a Chartered Professional Engineer with over 25 years’ experience in water resources engineering. He has specialist experience in stormwater and flood management. Peter’s project experience has included flood hazard analysis, hydrological and hydraulic modelling and analysis, catchment plans, stormwater design and treatment, surface water hydrology, and dam break analysis. This includes acting as design manager for the highly successful $120 million Heathcote River floodplain management and stormwater treatment scheme in Christchurch. Peter is highly delivery focussed, focusing on finding cost-effective multi-benefit solutions for clients.

TOM PARSONS

Technical Director Water Resources
BE(Hons) CMEngNZ IntPE

Tom has had over 17 years of engineering experience.  He practices in the fields of stormwater, flood management and river engineering.  He is a technical director for Storm Environmental and a Chartered Professional Engineer.  Tom has focused recently on flood hazard analysis, catchment analysis, stormwater planning, stormwater design and delivery, climate change adaptation, and multi-hazard approaches.  Much of this work has been in Christchurch working closely with Council and the community on projects seeking to manage change in flood risk from the 2010 and 2011 earthquakes, such as the $56 million Dudley Creek Remediation Project and the $6 million Temporary Stopbank Strengthening Project.  On the analytical side Tom has been the key technical driver behind CCC’s Multi-Hazard Study.  Tom’s skills lie in talking people through technical work in plain language, listening to stakeholders and driving projects forward for clients.

STEPHANIE DIJKSTRA (Ngāi Tahu)

Mātauranga Taiao Advisor

BSc (Biochemistry) MSc(Plant Biology)

Stephanie is of Ngāi Tahu and Ngāti Mamoe descent and is a mātauranga practitioner specialising in environmental outcomes and integration with western science. Her background in biochemistry and HSNO allows her to understand land and water contamination while being able to provide mātauranga-based solutions for stormwater and environmental management. Stephanie's project experience includes the development and implementation of mātauranga based environmental monitoring, cultural risk analysis for stormwater infrastructure, and bicultural design. Stephanie also sits on the māori advisory boards of The Water Authority – Taumata Arowai and the Environmental Protection Authority, where she provides strategic, technical, and policy advice. She is also the Chair of the Ngāi Tahu HSNO Komiti, advocating for the protection of the environment and water as well as ensuring that Māori have a voice in HSNO decision making.

Senior Project Manager

With 13 years of experience in programme and project management, encompassing both delivery and advisory roles, Emma brings a diverse and comprehensive skill set to the table. Her professional journey has spanned a wide spectrum, from the domains of construction and property management to the specialized realms of conservation and biodiversity in New Zealand and beyond.

Emma is recognized for her ability to foster positive and productive relationships with the teams she has collaborated with, whether in contractual or permanent positions. She has built a reputation for her flexibility and adaptability, consistently tailoring her approach to meet the unique needs of each team. This adaptability allows her to provide robust and dependable management or advisory support, even in the face of complex and challenging programmes of work.

LUKE ROGERS

Project Director - Viking Civil Infrastructure Delivery
MBA, PMP, CPEng, P.Eng

With 20 years of experience in civil construction across New Zealand, Canada, and Australia, Luke Rogers is a highly accomplished Project Director and Engineer to Contract. As Managing Director at Viking Civil Infrastructure Delivery, Luke leads the team in delivering crucial infrastructure projects across various sectors, including 3 Waters, roads, and renewable energy, for clients such as Christchurch City Council and NZTA. His expertise in project management, engineering delivery, and contract administration is demonstrated through his successful management of complex projects like the Site C Dam and the Queensland Flood Recovery Transport Network Reconstruction Programme. Luke  is accredited with both the SCCP and NZTA on their ETC Panels. He is a dedicated leader committed to delivering projects safely, on time, and within budget, ensuring client satisfaction and positive community impact.
